Liaoning Signs AI Education Partnership With Alibaba Cloud and DingTalk
The Education Department of Liaoning province has signed a strategic cooperation framework agreement with Alibaba Cloud and DingTalk, tying cloud infrastructure, foundation models and AI office tools into a province-wide education digitisation programme. The signing ceremony was held in Shenyang on October 19, with the agreements concluded by Alibaba Cloud's Fentian Cloud Computing Technology unit and DingTalk (China) Information Technology.
Liaoning vice governor Chu Tianyun attended, alongside Wang Qingdong, the provincial education department's Party secretary and director. Alibaba Cloud was represented by Tang Rixin, vice president of its government and enterprise business unit, and Huang Guijing, senior vice president for education; DingTalk by Han Xi, vice president of its DingTalk and Qianwen Office division.
Under the framework, the two sides will work on five fronts: raising teachers' digital competence, innovating smart teaching scenarios, jointly building digital teaching resources, industry-integrated talent training, and digitising education governance. Officials described the deal as part of carrying out the national education digitisation strategy and the Ministry of Education's whole-region pilot for AI-empowered education, as well as the province's own "AI plus education" agenda and its "Digital Liaoning, smart manufacturing strong province" drive.
The province has been laying policy groundwork. Liaoning has issued documents including a high-quality development action plan for AI in education and an implementation plan for AI education in primary and secondary schools, and 28 of its universities now offer artificial intelligence majors. It has also been approved as a pilot for using AI to strengthen the teaching workforce, with the aim of covering all teaching staff in AI training.
On the higher education leg, Alibaba Cloud will work with Shenyang Normal University, Liaoning Petrochemical University and Shenyang Vocational and Technical College on AI laboratory construction, disciplinary research and industry-academia talent development. On the basic education side, DingTalk will build an "AI plus" teacher training programme with the Tieling city education bureau, delivering tiered training for principals, ICT administrators, subject leaders and classroom teachers.
DingTalk will also work on an individual sensing system for students, capturing physical activity data in real time and generating personalised health guidance, a use case that puts the company's device and data stack inside daily school routines.
Separately, the education bureau of Zhenxing district in Dandong and the Liaoning Provincial Experimental School will use Qianwen Office's AI capabilities to build a teacher training base for industry-education integration and an internship and practical training base for artificial intelligence and big data, exploring a smart campus model that the parties describe as "AI teaching assistant, teachers and students progressing together".
The agreement is the latest in a run of corporate partnerships with the province. Liaoning's education authorities had already signed strategic agreements with companies including iFlytek, as part of a wider provincial effort that has produced four registered industry models in healthcare, numerical control, chemicals and other fields.
Liaoning presents the arrangement as a way to become a national demonstration zone for AI in education at provincial scale. Whether it earns that label will depend on execution: the framework is a set of intentions, and the measurable outcomes — teachers trained, classes delivered, resources shared — have yet to be published.
