One Hangzhou district puts RMB312m of AI education contracts out to tender in three days

The education bureau of Yuhang District in Hangzhou published six tender notices between August 29 and 31 with a combined procurement value of RMB312m (roughly US$44m), all filed under a single banner: the Yuhang District AI-Empowered High-Quality Education Development Programme. Bids close between September 20 and 22.

The scale is unusual for a single district. The largest lot is junior high smart classroom services at RMB156.0m, about 50.11% of the total. Big science education services follow at RMB60.16m (19.25%), senior high smart classrooms at RMB47.71m (15.27%), the AI education upgrade project at RMB37.84m (12.11%), automated marking machine pilots at RMB6.33m (2.03%), and evidence-based teaching research services at RMB3.85m (1.23%).

The junior high smart classroom contract combines hardware leasing - teacher tablets, student tablets, teaching hosts and charging cabinets - with system services covering mobile teaching, smart instruction, smart homework, multi-dimensional learning diagnostics, an all-subject lesson preparation assistant, classroom interaction feedback, teacher-side teaching controls, adaptive learning and digital textbook resources. It will be procured in three batches, each covering 204 classes with an average allocation of three teacher tablets and 50 student tablets per class. The first batch must be delivered and deployed within 60 working days of contract signing; the second and third are due before the 2027 and 2028 autumn terms respectively.

On the senior high side, five schools are in scope - Yuhang No.1 High School, Pingyao High School, Yuhang High School, Wenchang Senior High School and Jingshan High School - with full coverage phased over three years and three batches. Tablets act as the client devices over high-density wireless networks, backed by server clusters, to support precision teaching by teachers and adaptive personalised learning by students.

The evidence-based teaching research lot serves 2,200 teachers across the district. The supplier must provide voice capture terminals, school-customisable teaching evaluation rubrics, a school knowledge base, research group management, a teaching-research assistant, automated classroom quality analysis, side-by-side comparison of different designs for the same lesson, teacher capability profiles, professional growth trends and periodic AI growth reports. The marking machine pilot covers marking by subject and question type, full exam papers and essays.

The AI education upgrade project targets lower primary grades and newly built schools: age-appropriate AI literacy course kits for grades 1 and 2, plus course kits and competition equipment for grades 3 and 4 at five new schools. Line items include all-in-one robots, beginner building-block robot sets, student and teacher tablets, robot map boards and digital-literacy robot kits. The big science education lot bundles homework services, smart exam services, AI listening and speaking classrooms for both English and science, new digital inquiry laboratories for primary and junior high, and science literacy services, all covering Yuhang's public schools.

AI education is a long-standing priority for the district. Yuhang is a Zhejiang province pilot zone for AI plus education and first rolled out an AI-education-into-campuses programme back in 2019. In November 2025 it released an education development plan that set out the goal of becoming a national pioneer zone for science education in basic education and a national model zone for AI in education.
